How do you use this product?

Simply "brush" your hairbrush with the wider end first. The smaller end works well for anything that is harder to brush out. LOVE this product!

does it capture that lint that at the base of the bristles?

No. This is to get the hair out from the bristles. Once the hair is out, you can hold the brush on its side and run the brush under water and that cleans it out.

Does this help get rid of the dandruff that clings to the bristles?

It doesn't, I usually use a nail brush for that. The bristles break fast on this item.
