Is the netany flatware (item model # r/s-03) matte black or polished black? all the photos look like matte black, but the description says mirror.

Mirror. And they look awesome! Love my set

Are they painted ?if so can it washed off ?

They are not painted....They are mirrored stainless steel. I've had 5 utensils rust after just the 1st wash in the dishwasher. So if you purchase them I don't recommend putting them in the dishwasher.

Are the steak knives actually efficient with steak?

These knives are very sharp and you will have no trouble cutting through steak. I’m happy with the product.
