Can you use this for fine photo editing on the Ipad?

You can but unwound prefer the Adonit Jot Touch 4 for that type of activity, I have found this one is best suited to note taking

Does this work with Notes Plus?

The next update for Notes Plus (which has reached Gold Master status) will fully support this stylus.

I use GoodNotes 4 for note taking. Will this stylus work with this app? And if so, how well?

It worked for me. But overall I am just not a fan of this battery powered pen. To me it doesn't do that much better than some of the cheap non-powered rubber tipped pens I have used. At least with those there is no constant pecking or scratching sound as you write and if you haven't used the pen in while you don't have to worry if the pen is 'dead' or not. Just my opinion but I wish I saved my money and just bought a better keyboard cover for my iPad.

Does this work on a windows tablet with a capacitive touch screen (like apple products have) and bluetooth 4.0 connection?

It would still function in a basic way on a windows touch screen. However it would only be able to pair with iOS devices. So it's special features like palm rejection, and increased precision would not be available on Windows.
