Q: Weight capacity of top shelf?

I have 14 lbs on the top shelf and would have no reservations about doubling that.

Q: Would it support a monitor being mounted to hang off the top shelf?

This unit is made for the floor. I believe if you want to mount something off the top shelf you could. It would also depend on the size of the monitor, not a very big one at that. Very sturdy little tower stand. Perfect for my needs.

This stand should hold your UPS fine. If you plan on rolling it around, be careful, especially on carpet.

Okay for the price

Everything u need to use the cart is there but nothing extra. The 2 hooks for the headphones have a metal tab that stick out right in the middle of the hook. They were not needed for my application but if ur looking forward to using them be warned.
