Does it vacuum up the dirty water or is it just trapped on pads?

Pad traps. If you want something like that look into shark steam mops or cross over mops.

How is the spray mechanism triggered? Does it keep spraying the entire time it spins?

You press a button to release spray. And doesn’t do a continuous spray.
