How do I know when fully charged? Manual doesn't say anything about it

While charging there are pulsing blue lights. You have to turn the Jbuds on to hear a voice prompt telling you the battery state - full 80-100%, medium 20-80%, low below 20%. Mine just took 20 minutes to charge from 10% to at least 80%
