Am I right in thinking these don’t have the power lines like the other breadboards?

What's the point of a breadboard without power rails and how does this factor in with the Amazon product description bullet-point that states: * 630 tie-point IC-circuit area plus 2x100 tie-point distribution strips providing 4 power rails

Do these boards come with jump cables?

No. But I wouldn't let that put you off. They are good boards. Just buy some suitable wire and make your own.

The pictures of the 400 tie-point breadboards do not look like elegoo breadboards. am i correct in assuming that these are not elegoo, i.e. fake?

I've bought the 830 pin ones and as far as I can tell from the packaging they are original and work well. I've bought 6 originally (2 packs of 3) then bought another 3 about a year later.

Are there power rails on the mini breadboards

I bought the set of 3 400 tie point boards. On those, the power rails are clearly marked. Looking at the photos, the mini boards have nothing obviously differentiated as power rails, so my guess would be no. But that's a guess rather than certainty.
