I usually turn the UV light for 24 hours.

Will this help Cloudy water?

Stability is not for cloudy water. I use Seachem Clarity for cloudy water OR better still a water change with prim and stability.

How often should I use this product

If your tank is cycling, you can use it everyday for 7 days. Adding a few fish on the 3rd day. You have to read the bottle for how much stability to use verses the size of your aquarium. If your tank is cycled and mature you can use it after you do a water change.
