How much of this should I dose a 200L aquarium?

That's a difficult question to answer. Depends on the situation.  All instructions for how much to use are on the back of the container. Are you doing a weekly 20-25% water change? If so I would be only treating the new water in its container stir it up and wait 5 or 10 minutes before adding back to the aquarium. It's best to avoid adding chemicals directly if possible. Are you using to fix the chlorine before use in aquarium or to treat an ammonia spike? exact dose can depend on how much chlorine your water supply contains until you are familiar with this it can be very helpful to use those test strips         6in1 are what I have. they are very useful for telling you your aquariums water chemistry.

Hi How much would you need for a 200 litre tank? Does it come with a spoon? Do you need to mix before you put in the tank?

1/4 off a spoon for 300 litres and i just put that in my 250 litre tank and all the fish are fine. just take some tank water put your 1/4 of a spoon in and mix then add to the tank. hope that helps

Can you make some up in liquid form to be stored and added as needed in the same way as Seachem Prime liquid?

no sure if that will work but its just as easy to put it into the water i use a jug to mix some in and pour it in as you go to fill the tank back up

I'm new to the hobby. What would this product be used for? Is it safe to use for starting new and all water changes?

In my opinion it is one of the best products on the market. It's used to dechlorinate your tap water and help neutralise ammonia and nitrates. You should use it with every water change. For a new tank, you should also use a filter bacteria boost to help with cycle the tank to help create the beneficial bacteria needed for your filter to make it safe for fish
