Does the 27L fits under the airplane seat? Does it pass as a personal item?

Yes - I have flown Delta and American Airlines many times since purchasing this backpack and yes it does fit under the seat. However, it is a little tight depending on how many items or how packed the bag itself is I highly recommend this backpack. It is a quality product. I love anything that YETI makes while it is a little pricier you do get what you pay for. I hope this helps.

Can the 22l size hold a 16 inch macbook pro?

I would say yes, but I am not 100% certain about that particular machine. I do know that my 16 inch laptop fits in the bag very nicely.
