Q: does this actutor control going frpm heat to air and back

This actuator controls where the air is going. It moves the output to defrost, vent, or the floor. The problem I was having was that the air control was stuck up to defrost and wouldn't move to vent, or sometimes it would cycle through floor, vent, and defrost over and over again. My vehicle is a 2002 Yukon XL, so your vehicle may act differently.

Roger is correct, controls the mode on a/c controls. It was located on the driver's side above the pedals on my 2002 silverado

Q: Does this control the temperature?

I think this the one that controls the temperature. I changed the one under the dash below the radio, my temperature stayed on cold regardless if I had it turned on hot. There are to more actuators on the Tahoe one near gas pedal behind panel on driver side, one straight below the radio near floor board, and the worst one yet is the one behind the glove box. This fixed my problem. Hope it helps!

Q: Does this fit a chevy 03 z71 1500lt ?

I believe it does, but not positive. It fit my 01 Silverado 1500 LS 2 wheel drive 5.3L. You can look up on Dorman or any Chevy dealer online or by phone.
