Are the dimensions (11.5x19.5x12) wxhxd or what, and which dimension is which (e.g., is the H the height above the surface you place it on?

So the 11.5 is from left to right, as viewed in the picture. The 19 is from front to back, and the 12 is from the surface you put it on to the top of the lid. There is a little indentation on the lid, which allows them so stack. Hope that helps!

Will each bin hold a 16# bag of pet food, or would I need the 32-Qt. size?

We put fifty pounds of chicken food in the 32qt size. I think you should be safe with the 24 quart size. It would fit a bag of cat litter.

Will these bins seal keep ants out?

They do not have a seal on the inside. I have not had an issue with ants in them, but I keep a barrier sprayed around my doors to the kitchen.

Could I add a seal to this? Would be used to store dry dog food indoors.

Probably not. The back part of the lid I believe does snap on, but the front is just gravity which would not ensure a tight seal. The hinge is also not airtight.
