Can these be used to cover pipes either side of toilet?

These are rectangular pipes not pipe covers, so no they won’t act as pipe covers

I only need half a meter

I don't think you can get less than 1 meter

Is this ok to cover heating pipes?

No not really suitable as you would have to thread pipes through it you can get proper ducting for pipes
