You just need Internet to update XBox live is not supported or required. Multiplayer is local only

This Captain America is not the same as 2.0 Cap (you can't even use him in 2.0.) This one has new moves and properties. Basically a new character

Do we have to have internet to play?

With this particular piece (The Captain America Battleground Playset) - yes, you are required to have internet (notice the little WiFi icon on the box). This is because the new content is not on the game disc and will require downloading of a patch / new content. Most of the newly announced characters releasing on 3/15/16 will require a download to play.

Does this work for the PC version?

Yes. It will work for any Disney Infinity 3.0 game. There is an update that you need to do in order to play it, though.
