Q: Does this glue on top of the existing damaged pad on the orbital sander?

Hi. The 8 holes are on a circle with diameter 65mm.The distance to the center is 32.5mmInstruction for exchanging the self-adhesive Velcro discThe surface of the backing plate must be smooth, clean anddry. The old velcro disc remains on the backing plate.Only the old Velcro hook / Velcro mushrooms must be sanded.This is best achieved, by attaching the backing plate on thesander and shortly sanding it on a flat and rough surface(wood or concrete) without sandpaper.This should only be done until the surface of the sanding plateis relatively smooth.The replacement Velcro discs are self-adhesive.So just remove the foil from the back and stick it exactly on theclean surface of the backing plate.Adjust if necessary for the hole pattern.Apply pressure so the disc bonds with the plate.

Q: Will this fit black and decker 125mm orbital sander?

If it is the correct diameter it will, I use them on a Makita.
