Q: Can this product be applied under water? I would like to use it on my vinyl pool to apply a decal and I can't drain the pool.

Not sure about under water. You do have to apply it to both surfaces. I used it to repair a hole in the pool cover. Worked great

Q: Would this work on chipped concrete?

I would not recommend using vinyl cement on concrete. JB Weld would definitely work as would most any 2 part epoxy.
