Can this be hung vertically and use the holes only, not the slats

Yes. In fact, that's what I'm using. With the peg-board option, you can hang the units vertically or horizontally. Based solely on looking online, I don't think the hardware produced for use in the slots is as flexible nor does it have as many options as the readily available as peg-board hardware.

Can this be mounted 8 inches wide way? I need a narrow piece for along wall and only have 9 inches

Yes and no, if you mount vertically you cannot use Wall Control's slotted accessories however you can still use the conventional 1/4in round pegboard hooks and accessories. Basically if you mount vertically you can use it as traditional pegboard without any of the offerings Wall Control has such as shelves, additional hooks, etc.
