I am very doubtful that they would keep number plates on because of the vibration from the vehicle and number plates.

Can you use these to hang a picture onto wallpaper

I don’t see why not - think it would be easier if the wallpaper was smooth - haven’t tried it though.

How many total “strips” (not pairs) is in this package please? How many frames will it hang?

12 pairs is 24 strips in total You will need a minimum of 2 pairs (4 strips) for small or lightweight pictures such as canvas and 4 pairs (8 strips) for larger heavier pictures. You will find the recommended weight limitation on the front of each packet, be they small, medium or large. We now have all our pictures in the house fixed with the strips and only the large heavy mirrors still need conventional chains/cables.

Has anyone actually tried to remove these from the wall without any damage?

As long as you pull it in the direction it was placed, and not pull away from the wall, I've had no problem.
