Can this be used on a heat pump as a low outside temperature cut off ?

32° is the lowest setting on the Fahrenheit scale. Not 0° as described. But anything under 40°F, it really starts to lose its efficiency. Yes, it will cut out the 24 volts to the contactor, if you wire it in series, or if you run the power to the contactor, "through" the thermostat. It needs to "open" on temperature fall!
