Would i be able to place a 39" thin flat screen on top shelf

I wouldn't. I'd opt for the wider shelf

Can casters/wheels be placed on the shelving unit?

I doubt casters Wd work on this. Short “feet” below glass shelves. And I’d doubt it’s stability if freestanding. It’s quite serviceable against a wall, but wdnt want to wiggle it about.

What is the weight capacity of this unit? Can it hold a flat screen TV (24")?

It is pretty sturdy and stable so it should hold a small TV with no problem, especially if it is placed against a wall.

I need to be able to slide our bathroom scale (which is 1.25" high) underneath this unit. Is there enough space under the bottom shelf for this?

The space below the bottom space is only 3/4 of an inch. Otherwise I love the unit.
