will this fit a mini coupe ?

Yes easily, I have a hyundai ix35 and it fits that so will easily fit a mini coupe

What are the split rings for

On the plastic bag it came in it states “bonus 8 Key Rings”... mine went straight in recycling bin

Does this have magnets built into the bottom flap? The picture seems to say that there are but the description states Magnet free

Yes it does. They are inside the fabric though. Works fantastic on my car. Not had problems with wind at all.
