Can a GeForce RTX 4090 graphic card fit in this case?

To be honest, it is not recommended to put 4090, it can be fit. But it took 2 days for a professional like me to fix it, and there is almost no space for cable management on the back, and power supply also take space. If you really want 4090 on it, get the short one will be better.

Is there an included mesh panel to swap out with the screen if so desired?

Yes, they both have pegs on the back to pull off and place back onto the case depending on which one you want

Is the clear panel made with temper glass?

Yes, it's tempered glass and it so clear that you'll forget it's on.
