I have a mongoose 29” bike and i’m looking for a sturdy rack. will this fit?

It fits my 27" with adjustment to spare. It "should" fit a 29".

Since it sys most bikes, would it work with my Larkspur bike with a size center to center 15.5" 39cm?

if i keep school bag on the carrier, how does it get fixed (i.e. not fall down while riding) ?
