Q: Does this have rubber on the top (black) part for anti-slip?

No it isn’t rubber. But the plastic top in my opinion isn’t slippery. I use that top step often with no issues.

Q: How tall is the first step? I need no more than a 6" step up.

From the ground up to the first step is 8 inches.

Q: The dimensions are not given. What is the width, length?

The top where you see the black is 12 1/2" wide, the base across the bottom is 17" wide. The length is 26" top to the base but it is 24" high when opened up.
