Could this pump be left permanently powered up on a basement floor? With a pipe to ground level. Turning itself on and off incase of flooding?

Setting it up to start automatically is its primary function. But unless it is in a sump, expect at least 10mm of water to accumulate before you can set it to switch on and pump. The sensor has pre-set height positions but these do not need to be used.

What is the minimum level of water needed to activate this pump?

The unit must be submerged in 40-50mm of water before it kicks in.
