Will the receiver fit on a 2017 Explorer that already has a factory tow package installed?

Yes this will fit a 2017 bolts where the current hitch would be.

Does it fit a 2012 ford explorer?

YES! I have a 2012 4WD explorer, and it was super simple to install. The directions are not the easiest.. but we brought our iPad into the garage and watched the U-Haul video. I would highly recommend getting an exhaust plier ordered at the same time. that thing saved our butts.
