Seriously to say it is not water resistant. Since main material is oxford cloth only. If only raindrop on the surface of material it is no problem.

will it hold a larger I phone, approximately 6 1/2 by 3 inches ?

I bought this for cables, not for cables and phone. If you take out the separators, I guess the larger phone would fit, but the cables would probably scratch the screen.
