Both of them can use. When used in hand drill ,you can drill some soft meterial,like plastic, wood ,aluminium,iron and so on,Should noticed:the speed should not be too fast,the angle should be vertical,90 degrees.

Can these bits drill in stainless steel?

Yes, they won’t last as long but do fine for stainless steel.
