Q: What is current requirement in transmit mode?

Rated 25 w on high power and 5 w on low. Actual output is slightly lower. It is an amateur radio but can transmit out of band. Be careful. It also has 350 to 390 mhz tx and rx. This is not a legal use band in US. I receive good reports using this rig.

Q: I see it comes with a 6 ft dc cable with cigarette plug connector, can it be plugged in inside a house? (110v)

No, you will need a 13.8 Volts - 20Amp power supply, in my case I have a car battery inside in my house with a 3 Amp battery tender, when you have a power outage, your mobile still able to ear and transmit.
