My dog’s neck is 15.5 inches. She is a 50lb springer spaniel, would the medium collar work or is 16” really the minimum size for that collar?

The collar isn’t comfortable for my dogs neck, the under side of the buckle was irritating his skin and rubbing off his fur. The collar was cute but I can’t use it, because it’s uncomfortable.
