Q: Should it be washed before using because someone said that it leaves black fuzzies on her clothing?

Personally, I've never actually even noticed any 'fuzzies' on me/my clothes, although, I do wear black clothes nearly daily, so I may not have noticed in the beginning due to that (?)(lol), so I never had to wash mine, and they're still going strong to this day(: I would advise, if you're genuinely worried about fuzzies or color/material transfer, give them a gentle hand-wash before use to remove any excess dye or fuzz that may be stuck to your product(: *While that issue did not happen to me/my two products- I can't speak for others, their experience, or the product they received- as they may be different than my own. I don’t think it’s any type of animal skin. Feels like polyester, soft fiber, but I do not know for sure.

Q: are the Velcro completely covered so it will not snatch my scarf or sweater like the existing ones I have? Thanks.

I have not had any problems with the Velcro. I attached the pad with the quilted side towards me and the Velcro closure to the front. I just found it more comfortable that way.
