Is this more like a gel (sticky or tack-y) or a cream (smooth and not sticky)?

Smooth-more like a cream based hair product. I like it.

can it be used for keratin treated hair?

i do not know. I put it in my hair whenever out it the sun for log periods of time. Ask the company that makes it that question
