No, you would need a DCB115 or DCB118 charger.

Will this fit on fan and tire inflator?

I have the DCE511 fan and this works just fine, along with any other Dewalt battery on any Dewalt tool. I do not have the tire inflater so I can not answer this other than Dewalt has done a good job designing their tools to handle their batteries.
