How well does it do on oily eyelids? Does it smudge?

Sorry I can’t answer that because I don’t have oily eyelids,but it doesn’t smudge from my experience.

What does "outer-eye" mean; is it not supposed to be used on the water line?

I use it on both, the water line and the outer eye line, for a pretty pigmented effect. I love how it enhances my brown eyes! Super recommend it!
