When put into the vita, is a full 8gb available or does it become 7.[some number] or something?

nope. You don't get the full 8Gb. you get around 7 GB.

If you copy a full download game to pc and delete it on card. Then you copy it back from pc to vita. Will you lose the progress on that game? Sometime it is necessary to do so if you run out of storage.

So long as you have moved the game to another system and made sure that the memory was also moved in the process, (using either cross-save features or cloud or whatever you prefer) uninstalling or deleting games should not cause you to lose the save states.

If you want to transfer any games between a Vita or a PS3/PS4, they first need to be all linked to the same master account. Afterwards, you can move any and all memory on either device so long as they are connected to each other in some fashion. If you want your entire library of games to be memory based (No discs) then you'll want a 32GB memory card for your vita. Otherwise, I find that the 8GB card is great for having a few games and a bunch of discs for playing on. If you need to wipe the information on a PS3 or Vita, the best place to look is the Sony support page and set up an account.
