Will these work on backless high heels?

Yes you should be able to affect the width. Because it's backless you clearly will not be able to alter the length of the heels

Do you need the shoe spray to use this?

No. I didn't. These are okay in terms of quality. I have bought other shoe stretchers which are much better quality.

can these be use in a bootie as well

In my opinion it would depend on how your booties need to be stretched. They actually will not fit to stretch the length of the bootie due to the arch angle between the toe parts and where the heel stretcher fits -- but could be used to stretch just the toe/front areas for a more comfortable fit on the width.
