Will this work on 2016 Jeep Wrangler?

It would work on vehicles with a 4" hub.

My steering shaft bolt is 1/2 inch fine (20) thread, which is the size I need to remove the lock plate - does this kit have that size?

This kit does not have the hardware to remove lock plate

Is the proper one for a 1994 Chevrolet Silverado 2500?

Yes but be very careful and use penetrating oil. I went through 3 of these when I was doing my 88 Cherokee, while trying to fusr the one thing. They break if you haven't researched your stuff much

Trying to get steering lever pin out to change with billet lever

You didn't actually ask a question. Haven't used mine yet, but should work. Follow directions on back of package very carefully, and it should work. Find a video on Youtube to help you.
