300 lb max weight. Does the tools count as weight or just the human body?

I would think the weight of the person, along with the weight of the tools are the factors that figure in how much the structure can hold. I do know, this was purchased for a person who is 6'4" and 285lbs. I don't know how much the weight of his tools are, but there has been nothing but good things said about the item.

What are the dimensions?

It's 16" wide 8 3/4" deep almost but not quite 13" tall, not including the wheels. I use it to keep tools close at hand and of course to sit on while working on the cars or whatever. Hope this helps,

Are the drawers lined?

nope. The drawers are not lined.

What Size are the casters

I double checked on the Sharper Image web site and they show the casters being 2.5" if you want to read all about it.
