Is this item NSF approved and what temp does it heat up to

The product information says it is. We have one at our store and it works ok. We have had the better version of this type of warmer before, which we loved and was easier to set temp on but the cost is much higher and the warmer only lasted a few years. All I can say is it is worth the price and when it goes you won't feel so bad about it. (I can't remember how the temp works since I am the semi retired owner of the shop, but they'd be complaining if it was not something they could deal with.)

Can I use this as ice cream cone dip

Yes. I use this for the ice dip myself. Works great

How long does it take to heat a #10 can of chocolate to 95degrees?

This unit is a low temperature unit that is meant for Cone dips. If you are trying to heat some thicker product like fudge it will take a longer period of time. Set it to the highest temperature hopefully the fudge will heat up within 3-4 hours.

Would this work for chili & cheese warming?

Since the warmers that we use only keep food warm up to 200 degrees, you need to check with your local health inspector to see what temperature chili and cheese need to be kept at. For ice cream toppings it is appropriate at 200 degrees, but since we don't serve the items you are inquiring about, I cannot advise you. Good product, though.

I felt for the price it could have been made better had trouble keeping the hinges on the lid and also was disappointed it didn't come with the actual 3 quart inserts which cost me another $100 on top of what we spent on the actual warmer itself. Just be aware of the extra cost to actually use this warmer.
