Would these work well with small (fingering/lace) knitted projects too? There's fewer holes/gaps to thread needles through (and not snag)

I have not used them on small knitting projects, especially Lace think they would be too large in my opinion for a lace project, better for thick yarn projects.

the eye is a long as the needle and it is plastic. Works great on yarn, but not sure at all if it would work on fabric!

What's the dimension of the smallest one? Can this go through 7mm hole?

If you have one of the needle size checkers, it can go through the smallest hole labeled as knitting needle size 0 or 2 mm size. It is a tight fit, but it can get through.

are these able to poke through Upholstery foam?

I have only used them for yarn. They are quite sharp. They go THROUGH the yarn for a much better ending off. The longest one is about three inches, so take that into account.
