Is this one for a newborn or for a 3+month old?

If a newborn can keep it in then yeah, for a 3 month old it's perfect,my daughter is now 7 months and she barely uses it.

Are these strictly for infants or can toddlers use also?

Recommended for newborns through six months. (Not suggested for babies with teeth or in teething stage).

Does the Dino not have beads like other wubbanubs?

Are you referring to the beads in the feet? If so, yes it does. Ours (we currently have 3) all have beads but only in the feet

I have several of these and one of them has little balls in the feet which I don't want. Can someone tell me if this one does. Thanks.

All of the ones I have purchased have the little balls in the feet. I just checked my blue dino to be sure since others say NO. But my blue dino definitely has the little balls. My son is a year and a half, none of the bodies have ripped at all so I wasn't overly concerned, seem to be made pretty sturdy. The binkies were the part that would rip off from tugging. We are down to one, reindeer, once he's gone there will be no more binkies! ;-)
